Among other things, the FDA stated that it would initiate rulemaking to amend existing loopholes, such as the "adequate provisions" rule, which requires that broadcast direct-to-consumer pharmaceutical advertisements summarize all necessary information related to any side effects or contraindications, unless "adequate provision" is made to disseminate the approved product labeling in the particular advertisement. In addition, the FDA stated it would recommit itself to aggressive direct-to-consumer enforcement and expand oversight to social media and digital advertising.</description>

			<description>On September 17, 2025, the U.S. Department of Commerce’s Bureau of Industry and Security (BIS) issued published an interim final rule (IFR) establishing a formal process for including additional automobile parts within the scope of Section 232 tariffs, imposed under Proclamation 10908. The rule IFR, which is effective immediately, allows domestic automobile and automobile parts producers and industry associations to request the inclusion of additional parts if increased imports of these articles threaten to impair US national security. Requests can be submitted during two-week windows, four times a year (in January, April, July, and October), with the first window opening October 1, 2025. Each request must provide detailed information about the part, its tariff classification, import statistics, and national security impact. Valid requests will be posted for public comment, and the Secretary of Commerce decides must make a determination within sixty 60 days of receiving a request. Public comments on the IFR may be submitted until November 3, 2025.</description>

			<description>On July 30, 2025, President Trump issued three trade-related Executive Orders (EOs). The first EO imposes a 50% tariff on imports of semi-finished copper products and certain copper-intensive derivatives under Section 232 of the Trade Expansion Act of 1962, effective August 1, 2025. It excludes upstream materials like copper ores, concentrates, cathodes, anodes, and scrap. Only the copper content of a product is subject to the Section 232 tariff; non-copper content is subject to any applicable reciprocal tariffs and fentanyl-related tariffs under the International Emergency Economic Powers Act (IEEPA). The second EO imposes a 40% tariff on imports from Brazil, citing a national emergency under IEEPA regarding Brazilian government actions that allegedly harm US companies and restrict free speech. The EO exempts numerous products as set out in Annex I. The 40% tariff is effective August 6, 2025, and is in addition to the 10% IEEPA tariff currently in effect for Brazil but does not apply to products that are subject to Section 232 duties. The third EO, which applies to goods from all countries, suspends duty-free de minimis treatment of commercial shipments valued at $800 or less, effective August 29, 2025. Starting on this date, all such shipments (except those sent through the international postal network) are subject to all applicable duties. For packages sent through international postage, the EO allows importers to choose between paying the applicable ad valorem IEEPA tariff rate or a flat rate based on the country of origin (the flat rate option is available only for the first six months).</description>

			<description>On July 15, 2025, the Office of the United States Trade Representative (USTR), at the direction of President Trump, initiated an investigation of Brazil under Section 301 of the Trade Act of 1974. The investigation will seek to determine whether Brazil's acts, policies, and practices related to digital trade and electronic payment services; unfair, preferential tariffs; anti-corruption interference;intellectual property protection; ethanol market access; and illegal deforestation are unreasonable or discriminatory and burden or restrict U.S.commerce. The USTR is accepting written comments from interested parties until August 18, 2025. A public hearing will be held beginning on September 3, 2025.</description>

			<description>On July 7, 2025, President Trump signed an Executive Order (EO) extending the suspension of country-specific reciprocal tariffs, originally announced on April 2, 2025, until August 1, 2025, while negotiations continue (the EO did not affect China, whose country-specific rate was previously suspended until August 12). These tariffs, ranging from 11% to 50%, target countries with which the US has large trade deficits or that impose non-tariff barriers against US goods. The administration will maintain a baseline 10% tariff on these countries until August 1 (August 12 for China). President Trump also sent letters notifying certain countries of their new reciprocal tariff rates, starting August 1. These rates, which range from 25% to 40%, could change as talks progress. Separately in a social media post, the President warned that any country aligning itself with anti-American policies of BRICS countries (Brazil, Russia, India, China, South Africa, and six other countries) could face an additional 10% tariff.</description>

			<description>On July 8, 2025, the U.S. Court of Appeals for the Eighth Circuit vacated the Federal Trade Commission's (FTC) amended Negative Option Rule, also commonly referred to as the "Click-to-Cancel" rule (Rule), on procedural grounds. The court held that the FTC underestimated the Rule’s economic impact and the FTC subsequently failed to follow the more stringent procedures required when a rule is anticipated to have an impact greater than $100 million dollars. Consequently, the FTC deprived businesses of the opportunity to participate in the rulemaking process, which violated provisions of the FTC Act. Although the Rule has been vacated, this decision has no impact on state automatic renewal laws which impose many of the same restrictions that the FTC had included in the now-invalidated Rule.</description>
